Organized crime drives out disorganized crime, and government is at best a very large mafia with good PR. Moral superiority in the context of politics, be it inter-, intra-, or non-national, is largely a matter of propaganda.
A good government, like a good crime syndicate, will prevent violence and mediate in disputes when possible because dead people are bad for business. A poor government will choose when and where to apply violence and mediation based on the dogma of a moral certitude that it itself manufactured, and such things are only good for business accidentally.
If a government drinks its own kool-aid and starts foaming at the mouth jibbering about ethics, it's time to take it out back and shoot it. Then, go out and buy a new one.
